I too have a lot of problem making friends since I identify myself as an introvert. However, I made friends because of my hobby. I drive off-road and on trails so I came to meet people who do the same. Recently, I had a couple of them helped me install my set of fuel wheels for my Toyota Tacoma. They know so much that it makes my hobby more fun and interesting.

Most of my friends from Sweden I met on final fantasy XIV, battlefield and through warhammer games. XD Some of these guys and girls I've known for 10 years now. We might only meet up once or twice a year. But we have a blast. I've only made friends in person here in Sweden through SFI. But they're other Europeans. The Arabic guys and girls in the class don't seem to want to hang out and prefer to stay in there bubbles.

From my experience, I think the app should have a group which is interesting to enhance the engagement of members. To make the group interesting you need a team who will support any initiative the group wants to take, both online and offline. This team of about 10 people can be made moderators so that they feel a little more honored.

So, for example, if the group wants every member to post a video of them dancing, these moderators will be the ones to begin, and the other members will follow. The point is to make everyone feel like they belong to a community of friends.
