Either way, thankfully no one is forcing you to live in sweden. Just leave it those that are happy there to get on with it? Yes it can kind of snow from around 3-5c ground temps because of what is called snow bubble effect but it still requires 0c air temps higher up above the ground. Snow can still reach the ground when the ground temperature is above freezing if the conditions are just right. In this case, snowflakes will begin to melt as they reach this higher temperature layer; the melting creates evaporative cooling which cools the air immediately around the snowflake. This cooling retards melting. As a general rule, though, snow will not form if the ground temperature is at least 5 degrees Celsius (41 degrees Fahrenheit). They will of course melt on the ground.

I get it, you're jealous, I'm happy in sweden. All you can do is call those who enjoy life here stupid, thick etc.. very mature and adult of you. There's something like 100,000 lakes in sweden of all sizes, why not look at a map and see just how many have towns and cities on their shores. You might as well learn something about the country whilst you pick faults about it. I presume you know you can travel from Gothenburg to Stockholm via lakes and canals?
