Though you may be first to the mill (direct translation) you still have to fulfil all the criteria. In the experience I am aware of they are more expensive than equivalent rentals and the people living there usually don't care as much about the area.

Yes that is correct. It is there for urgent cases. There are a number of criteria to meet before you can be considered. if remember correctly:

- You must have a special medical or social reason for needing new accommodation, which must be supported by doctors letter, letter from social-services etc.
- You must be in the population register as living in Stockholm City for the last 2 years
- You are registered on the housing queue
- You cannot get housing any other way, for example don't meet queue time, finances dont allow for buying for own accommodation
- Your current accommodation doesn't meet the requirements resulting from your medical or social issue
- You do not have any accommodation debts registered with kronofogden
- You meet the requirements of any landlord that has an apartment they can make available immediately

There are a number of housing companies that offer apartments in that way. The particular one I used years ago was Akelius.
