The Local _ Life in Sweden _ A Swedish guy

I have dated this Swedish guy (not in sweden, in Asia) for about 3 weeks now.
After first date he sent a message he liked it and we dated 2 times a week, before him going to a guy trip for skiing.
I have to say I liked him quite much and we both agreed on meeting up after his return.

During the trip, I see him suddenly being simple, no more "I thought about you" message, or any random jokes/photos message. But I get it, it was his holiday.

A day after telling its glad to have him back safely, I sent him if he's around we can have dinner.
The reply was not a clear no, but he rather not and better self quarantine.

I expect him to intiate something the next time, so I have not replied to this for almost 3 entire days.
Should I initiate something again?
I don't belive that guys wait for a reply, but I hear that Swedish guys are rather shy.

Or should I just forget this guy? Because guys will always try to get what they want?

Let me tell you something about myself.... I have a crush on Swedish boys, actually my aunt had a Swedish boyfriend when I was 16 years old, at he was a very romantic man and I must say that I had a little crush on him since then I have this fantasy to have a rusty Swedish boyfriend...! Unfortunately I haven't found one yet..
